The Workability of the Members of the Change & Reform Bloc in the Legislative Council & its Impact on Political Development in the West Bank

This study dealt with the problems facing the member of Change and Reform Block (CRB) as at the Palestinian legislative Council after his success in the election which took place on 2006, these problems stopped his role in legislation, monitoring and auditing. The researcher handled this study in five sections, conclusion and recommendations; The first section presented the issue of the study and its background. The second section introduced the legislative council, its role and divisions in addition to define the concept of political development. The third section dealt with the political changes and the related local and international reaction to its results. In the fourth section the researcher formulated a questionnaire filled by sample members of Hamas party, where the received data was analyzed using statistical analysis model (SPSS). In final section the researcher interviewed some Hamas council members to allow knowing problems facing him. Obtained information were analyzed to get the results, conclusions and recommendations . The issue of the research is to high light and to mention that Hamas member at the legislative Council from west bank was not able to take his roles in practicing his normal activity within the prevailing complicated political situation which entailed the hindrance of his work. The study raises various questions such as, what are the criteria that triggered Hamas to participate in the election process, problems faces Hamas member after his success in the elections, how the party dealt with such problems, the international, Israel and the internal role in preventing the success of this experience. The study assumes that Hamas Council member suffers from personal insufficiencies, objective obstacles that prevents him from achieving the targets he was aiming at. The study adopted the analytical descriptive approach aiming to make comprehensive analysis for various sections of the study. All data were computerized and analyzed statistically, also interviews were done as a tool to support the study in addition to collecting necessary information from various references and circulations. The importance of the study is to in highlighting the role of Hamas member in the legislative council. Moreover, the study will be a good source for other researchers working in the same field, also it will enhance the efficiency of council members, as it specified the characteristics criteria of future council members Several results were obtained from the study, and the most important result was that Hamas member faced several problems hindered him from doing his role in proper manner. Several recommendations were seen by the study and the most important one was that in spite of all problems faced by Hamas members, he could employ several means to take his role to allow him defending various issue of concern to his country and citizens, considering this critical phase facing Palestinian issue.
