Abstract: 
This study focuses on the role of the Palestinian Authority in the development, security, and democracy as a process integrated and coherent in light of the challenges posed by the Israeli occupation on the Palestinian Authority, the study aims to analyze the obstacles faced by the process of development in its comprehensive concept, where the study the characterization and analysis of a number of subjective factors ( Interior), and objectivity (external), which played a crucial role in weakening the role of the Palestinian Authority in the development, security, and democracy in the West Bank and Gaza Strip. To this end, the researcher divided the study into eight chapters which managed to identify some indicators and directories that benefit the health of the assumption, and the analysis involved in the study. In the first chapter has raised several questions researcher all axes study included a center at the same time to the question which concerns the role of President of the Palestinian Authority in achieving development, security, and democracy under Israeli occupation. The second chapter has dealt with the theoretical framework for the study, which included the definitions of the concepts of the study, which was based on theories, in addition to the importance of development, security and democracy in society and the role of the modern state in its investigation. Chapter three, the researcher developed a historical background to the study by reviewing the reality of development, security and democracy in the West Bank and the Gaza Strip before the establishment of the Palestinian Authority, 1994, between the how to govern Israel in revenue development, and confined in the direction of the civil administration of the Israeli military rule, which was dealing with the people within the framework of the Palestinian devote Israeli hegemony on various aspects of life of the Palestinian society. In the eighth and final chapter has been monitoring the most important findings of the researcher. It is the most important: * It was difficult for the Palestinian Authority to achieve comprehensive development in the West Bank and Gaza Strip in light of the continued Israeli occupation. * Palestinian Authority can not get rid of the legacy of the long Israeli occupation, and the development of comprehensive development in the West Bank and the Gaza Strip on the road to growth and sustainability; due to the continued Israeli occupation, and governed by different levels of development in the West Bank and Gaza. * Associated with the overall development in the West Bank and the Gaza Strip with aid of Foreign Affairs, which then turned in 2006 to handicap essential for Palestinian democracy, which form a weak point in front of the Palestinian Authority to force it to accept the terms of the Israeli occupation on the one hand, and the United States on the other.
