The Reality of Academic and Administrative Practices of Palestinian Universities and its Relationship to Profession from Perspective of Faculty Staff

Abstract: 
This study aims to uncover the effect of the administrative and academic practices of deans in the faculties of the Palestinian universities in relation to the vocational and professional improvement. This has been done upon a questionnaire given to some academicians. The question given to and answered by some faculty members are: - What is the essence of the administrative and academic role of them from faculty members? - To what degree do they show affiliation to that role? Hypothesis: There is no statistical differences in the mean of administrative and academic practices of the deans according to faculty meamber view in accordance to gender, academic qualification, university or experience. There is no statistical affiliation to profession, as well. The study covered all lecturers, both doctors and master degree holders, in the Palestinian universities Arab American University, An-najah National University, Bir-zeit University, Al-Quds University, Hebron and Bethlehem Universities. The researcher choose a random sample of (588) lecturers ( 22.6%) to do the questionnaire. He improved the questionnaire depending on two previously covered questionnaires: The first one is concerned with the administrative practices of school principals- done by the researcher Mahmoud Abu Samrah, and the other one is concerned with profession affiliation and consent, and how the affect each others from the perspective of Palestinian faculty members- done by the researcher Intisar Salamah. The credence of the questionnaire was validated by a seven-member discussion panel at An-najah National University. The researcher also validated credence of the questionnaire by using the Cronbach's Alpha equation for internal consistency with a stability rate of (.91-.98). The study revealed the following: -A high totality mean of administrative and academic practices as the response degree was (3.7) - A strong affiliation to the profession in accordance to the perspective of faculty staff. - There are some statistical differences (α ≥ 0.05) in the total mean of practices of the deans in the Palestinian universities which are attributed to gender, university, academic qualification and years of experience. - There are no statistical differences (α ≥ 0.05) in the total mean of practices of the deans in the Palestinian universities which are attributed to gender in permission deputation, or attributed to the academic qualification in both permission deputation and profession affiliation. - There is a positive statistical relationship between the practices of the deans and the affiliation of the faculty staff in the Palestinian Universities. Recommendations: -The study signals that the administrative practices have reached a high level; this makes the deans care more about their peaceful academic and administrative practices, and to always try to promote it since it shows the degree of the staff’s affiliation. - The Ministry of Higher Education and the administration departments of the Palestinian universities should recognize the promoted the level of the academic and administrative practices and job affiliation of the faculty deans; this would help alongside the upcoming educational phases. - to maintain the elements of job affiliation of the teaching staff in the Palestinian universities; this also increases the income of them, which is vital to keep up with the always rising prices. This helps aviod provoking disputes among all those who work in the universities.
