Abstract: 
In this thesis which is consisting of five chapters, the researcher is studying the possibility of political planning through the adoption of an approach based on prospects of change in the original texts of the Quran. It is an attempt to clarify the conceptual and theoretical framework of change enshrined in the original verses of the Quran, and highlighting the interrelated relationship between this methodology and political planning. The study also defines and clarifies what is meant by planning, methodology, change and related forms of change such as reform, revolution and renewal and/or rebirth. Through the adoption of an analytical approach, the study focuses on highlighting the Quranic conceptual framework towards change in relation to political planning, and the organic relationship between political change and the Quran. The study initially started with the following assumption|: The Quran as a holy book by relying on clear scientific basis calls for change towards a better life through the encouragement of free thinking and freedom towards achieving the desired goals. Planning, including political planning in accordance with the Quran, is based on scientific grounds where science combined with actual work on the ground for the implementation of its teachings are closely linked with each other. The study also highlighted the main sources of Islamic thought, namely the Quran the Holy Book and “al-|Sunnah” i.e. teachings and practices of the Prophet Mohammad. Through referring to specific verses of the Quran, the study supported with evidence and strong argumentation the interrelated relationship between political planning and methodological change enshrined in the Quran. The study also highlighted the relationship between political planning and aspired change through returning to the Quran and al-Sunnah. The study also discussed the philosophical aspects of change in the Quran, as this philosophy constitutes the regulating framework for planning towards achieving aspired goals. The study argues that this framework is also in harmony with the vision of the Quran regarding the relationship between human beings and the universe which is based on reform, construction and transformations based on accurate scientific planning. The study concludes by highlighting the importance of political planning in achieving aspired goals through the adoption of the Quranic methodological and implementational directions of planning in the Quran. The researcher based his thesis on the analytical approach in reviewing the Quranic verses and the teachings of the Prophet. A scientific analytical approach was also used in answering the phenomenon of the study and building the relevant argumentations. The study concluded with numerous results of which the following were the most important: the absence of planning had generally left a negative impact on the lives of Muslims, that Muslims and their scholars should go back to the Quran as the original source of Islamic thought and interpretation, and last but not least, that Muslims should continue to work towards change and reform especially with the numerous challenges facing them especially in the political arena. The major recommendations of the study were the following: 1. Muslim scholars and intellectuals should necessarily return to the original sources of Islamic thought, namely the Quran and al-Sunnah, in interpreting legislative and/worshipping issues, and should not consider interpretations of old scholars as holy. 2. Modern Scholars and intellectuals should be allowed to return to the original texts of the Quran and do their own studies and research freely without the constraints of traditional legacy or the rigid jurisprudence of the past Islamic scholars. 3. Those working towards reform and renaissance of the Muslim nation should work more through scientific planning and should avoid ad-hoc and sporadic work in building the individual and societies.
