Abstract: 
The study discusses the oversight power given to the legislative council on the acts of the government through two chapters. The former talks about the principles of the parliament system and parliament oversight in three sections. The first section clarifies the bases of the parliament system which is the idea of splitting out between the three authorities with its justifications and the basic principles of the parliament system which are the duality of executive authority that consists of a resident who is not responsible and a ministry which is responsible in front of the parliament. The other principle is the cooperation, balance principle in addition to the mutual oversight between the legislative and executive authorities. The second section includes the Palestinian political system and the comparative systems stemming from the parliament one. On other words, the range of closeness the Palestinian political system from the parliament system has been clarified. Moreover, the second section includes the political system of the Hashemite Kingdom of Jordan and the one of the Kuwait State in addition to the range of implementation of the parliament system in each State. It is found that there is a variety in the closeness of the three political systems from the parliament system because each State has its special implementation regards to the political situation in each regime of the comparative system. The third section discusses the most important principle of the parliament system which is the parliament oversight. The section includes the concept, definition and the importance of the parliament system which is the fundamental function of the parliament. Also, the section distinguishes between the mentioned function and the other parliament tasks. The later chapter which is "The Parliament oversight procedures" includes the three procedures of the three rights of questioning, investigation and verification in three sections. These three rights are considered the agreed parliament oversight procedures. The first section clarifies the right of questioning, its definitions, importance, conditions and procedures in addition to the possibility to transfer this right to investigation. The second section explained the right of investigation, its conditions, procedures and its effects which include the given trust on the government and its procedures. The third section followed the previous ones. It includes the definition of the right of parliament verification and when it is possible to establish an investigation committee , how many members should it has , the recommendations included in its reports ,and the given authorities it has . Also, the section includes the role of the council according to its reports. The conclusion summarizes the results and the study recommendations.
