Abstract:
This study aims at defining the obstacles facing educational supervisors in Palestine and suggesting solutions for them. It aims also at defining the role of the variables of the study in affecting the obstacles facing the supervisors and the solutions suggested. The study attempts to answer the following questions:
1. What are the obstacles facing educational supervision as seen by Palestinian supervisors?
2. What are the suggested solutions to the obstacles as proposed by Palestinian supervisors?
3. Do the obstacles facing educational supervision differ according to the variables of: Gender, experience, qualification, specialization, and subject supervised ? .
4. Do the solutions suggested differ according to the same variables? The study population consists of all supervisors III Palestine except those of Gaza areas. The total number was (233) supervisors (77 females and 164 males) from all the directorates of education in Palestine except Gaza Governorates.
The researcher has constructed a two-part questionnaire based on reviewing previous studies on the' topic. The first part of the questionnaire deals with supervisory obstacles. It has 920) items divided into three aspect, namely: Obstacles due to the supervisors personality. Obstacles due to the directorate of education, and Obstacles due to the teaching staff. The second part deals with suggested solutions. It has (25) items divided into five aspects, namely: Professional development of supervisors. Contribution of supervisors and head teachers to solving school Issues. Class visits and their mechanism. Factors which make supervision a success. Observing principles of planning. Out of questionnaires distributed, 221 were got back.
The Findings:
1. There are obstacles facing educational supervision in Palestine of various degrees, namely: Very high, high, moderate and low. The averages range between 2.99-4.08 out of 5. The downward order is as follows:
* Obstacles due to the directorates of education.
* Obstacles due to the teaching staffs.
* Obstacles due to the supervisor's personality.
2. There is great interest in suggested solutions of high to very high degrees hence the averages range between (3.8-4.52) out of 5.
* Observing principles of planning.
* Factors which make supervisors.
* Professional development of supervisors.
* Contribution of supervisors and head teachers to solving school issues.
* Class visits and their mechanism. Having the above mentioned findings In mind, the researcher recommends that:
1. Obstacles facing the educational supervision should be considered and prioritized.
2. symposiums and promote professional development supervisors.
