Abstract: 
This study surveys the impact of Palestinian development plans in enhancing the capacities of employment schemes in creating work opportunities since 2007 as it is the year when the Palestinian schedules of development had been created in a real, actual manner. The study aimed at illustrating the relation among the plans of Palestinian development, employment and the concepts of relation besides to awareness of the importance extent made by the plans of development and employment in the various sectors. It aims as well at showing the evolution of the historical relation between the plans of Palestinian development opportunities via talking about the political policies and development concerning (employment, investment & development, the public and private sectors). The study has submitted an analysis for the problem, the subject of research, in four main chapters where the first one contained an introduction for the study and its approach; such as, the limitation of the study problem, then the questions of the study and the hypotheses, the importance of the study, the aims of the study, the scientific approach and its limits (periodical, spatial, historical and topical). The study ended by the conclusions reached to and its recommendations; such as, the policies of Palestinian national development, being restricted by the effects of offer tendered by the sponsoring countries, the ambiguity in the size of tax incomes to be distributed among the work forces, the presence of powers expelling investment, the increase of unemployed people; especially among the youths and university graduates, as well as the Israeli policy of closing. The economical development in Palestine is weak and unreal. The study showed that there are challenges of negative impact against executing the national plan; such as, the feebleness of mechanism to determine the priorities concerning the projects of development, the lack of harmony between the national plan and the strategic sector plans, as well as the scarcity of a data basis duly arranged by ministries and governmental associations. The absence of the legislative authority forms an obstacle in front of implementing the procedures of reformation in institutions based on a requirement for reviewing the laws and standing articles, besides to imposing bills for implementation. The study has recommended not to connect the Palestinian situation with the foreign factors; especially, the financial affairs, simply because that forms a source of anxiety to the Palestinian decision maker, enhancing the personal abilities of the Palestinian society, activating and developing the capacities to realize the national targets, adapting the outcomes of the teaching process with the requisites of the work market, the role of universities in studying the need of the local work market specialties for the sake of making balance between the offer and demand. Development in general requires cooperation between the whole groups of society; i.e., between the public and private sectors so as to obtain a fruitful development effort capable and activating, supporting the role of the private sector throughout creating a development environment that is motivating to attract investment, concentrating on the human development due to the fact that there's no development without Man. The plan implementation must be followed up so as to know what was achieved, besides to entering amendments on the process of future planning hoping that the plans of Palestinian development might be completed gathered together with efficiency and affectivity.
