The Efficiency in Public Schools and Its Relevance to the Leadership Models from the Principal’s Perspective in the Northern District of West Bank

Abstract: 
This study aimed at identifying the effectiveness of institutional superiority of the basic governmental schools principals in northern West Bank directorate and its relationship with leadership patterns according the principals' perspectives . Also, it aimed at identifying the roll of study variables such as ( sex, academic qualification, years of experience, kind of school and monthly income ) . To achieve the study purposes, a questionnaire consisting of three parts : the first includes demographic data about the respondents ; the second has (62) items and seven domains( promotion systems, motives, institutional superiority through dealing , superiority in procedures, superiority through distributing tasks and duties, reinforcement and rewards, institutional superiority through the relation between the principle and the teachers and institutional superiority through appreciation and considering self- esteem ) and the third has (43) items distributed among three domains ( Dictatorial , democratic and leniency patterns) has been used , subjected to judgment , distributed to (260) individuals who were chosen randomly regards to the stratified random sample ; 30% out of the study community, gathered, codified, entered the computer and statistically processed by using the statistical package of social science (SPSS). The study results show a very high degree of response on the institutional superiority of the basic governmental schools principals in northern West Bank directorate and its relationship with leadership patterns according the principals' perspectives with a percent of (84.6) . Also, a very high degree of response appeared on the domains of superiority in procedures, superiority through distributing tasks and duties, institutional superiority through the relation between the principle and the teachers. High degree of response on the domains of promotion systems, , superiority through dealing and reinforcement and rewards and institutional superiority through appreciation and considering self- esteem. On the other side , the study results showed a meditate response with a percent of (63.2) on the leadership patterns among principals according to their prescriptive, the first was the democratic pattern with very high degree , then moderate on the dictatorial pattern with and finally low the leniency (free) pattern. Moreover, There are statically significant positive relationship at (α =0.01) level between superiority management and democratic leadership pattern . The correlation relationship through regression test was 0.538. According to the study results , The researcher has recommended several suggestions such as increasing efforts for executing superiority programs in the teaching - learning process , giving ample time for superiority , rewarding distinctive efforts In the Ministry of Education which has the role to enhance the concept of quality at schools
