Abstract: 
This study aims at identifying the degree of practice of innovative leadership by educational leaders and its relationship to effective of decision-taking from the Perspective of academics deans and heads of departments In Palestinian universities Also, it aims at identifying some study variables like (gender, academic qualification, years of experience, faculty and position). For achieving the study purpose, a questionnaire consists of 69 items distributed into two parts; innovative leadership and effective of decision-taking, which have six domains (the administrative relationship with workers, work context, innovative behavior, procedures of decision - taking, administrative tasks and decision- taking practicing) has been developed, distributed among 342 individuals who have been chosen randomly, gathered, codified, entered the computer and statically processed by using the Statistical Package of the Social Science (SPSS). Also, the study tool has been measured for reliability and credibility. The study results showed the following results: 1. A high response on the practice of innovative leadership and on its three domains (the administrative relationship with workers, work context, innovative behavior). 2. A high response on the effective of decision-taking and on the domain of (procedures of decision - taking) and a very high degree on the domains of (administrative tasks and decision- taking practicing). 3. A strong positive relationship at (α=0.05) level between innovative leadership by educational leaders and its relationship to effective of decision-taking. 4. No significant differences at (α=0.05) level among the responses means about practice of innovative leadership by educational leaders and its relationship to effective of decision-taking from the Perspective of academics deans and heads of departments In Palestinian universities due to the variable of sex on the total degree. Whereas, significant differences at (α=0.05) level have been shown on the innovative behavior and decision- taking practicing in favor of male. 5. No significant differences at (α=0.05) level among the responses means about practice of innovative leadership by educational leaders and its relationship to effective of decision-taking from the Perspective of academics deans and heads of departments In Palestinian universities due to the variable of academic qualification on the total degree and the three domains of innovative leadership Whereas, significant differences at (α=0.05) level have been shown on effective of decision-taking in decision- taking practicing favor of Ph.D Holders. 6. Significant differences at (α=0.05) level among the responses means about practice of innovative leadership by educational leaders and its relationship to effective of decision-taking from the Perspective of academics deans and heads of departments In Palestinian universities due to the variable of years of experience on the decision-making in (work context and the administrative relationship with workers in favor of (5 and less than 10 years) whereas, no significant differences have been shown on the effective of decision-taking in on the total degree and the three domains. 7. Significant differences at (α=0.05) level among the responses means about practice of innovative leadership by educational leaders and its relationship to effective of decision-taking from the Perspective of academics deans and heads of departments In Palestinian universities due to the variable of years of experience on the decision-taking in (work context and the administrative relationship with workers in favor of humane faculty,whereas, no significant differences have been shown on the effective of decision-taking in on the total degree and the three domains of (administrative tasks and decision- taking practicing). On the other hand, significant differences at (α=0.05) level have been shown on the domain of (procedures of decision – taking) in favor of humane faculty. 8. Significant differences at (α=0.05) level among the responses means about practice of innovative leadership by educational leaders and its relationship to effective of decision-taking from the Perspective of academics deans and heads of departments In Palestinian universities due to the variable of position. 9. The most important obstacles which encounter the innovative leadership were lack of motives and financial support, lack of awareness for innovative leadership, rigidity in work, centralization in decision- taking, lack of technology and evaluation. According to the study results, several recommendations have been suggested, included the importance of practicing innovative leadership, decreasing the level of centralization, increasing the levels of authorization, encouraging the workers of innovation, decreasing pressure levels among workers and enhancing the levels of communications between the administration and the workers.
