Abstract: 
This study aimed at detecting the degree of availability of the efficiencies at the e-learning and its obstacles to the principals of goverment secondary schools in the provinces of the northern West Bank, as well as to identify the Independent impacts variables on the degree of availability of the efficiencies of the e-learning and its obstacles to the principals of goverment secondary schools in the provinces of the northern West Bank, A tool has been developed with good reliability and validly to find out the availability of the efficiencies of e-learning and its obstacles to the principals and directors of goverment secondary schools in the provinces of the northern West Bank, In which a questionnaire is composed of six areas include (50) items distributed to a sample of 186 principals, which have been selected stratified randomly Formation of the community of principals of all public secondary schools in the provinces of the northern West Bank in the second semester of the 2015/2016 year. The sample of principals has uncluded (372) according to director of the Ministry of Education and Higher Education Statistics, where the researcher in here used the descriptive approach. The study reveald several results, most notably: Availability efficiencies of e-learning and its obstacles in general domain user subsrantialy at the public secondary school principals in the northern West Bank, among a sample of the study. As well as the existence of statistically significant mean differences between the mean principals responses and directors of goverment secondary schools in the provinces of the northern West Bank in the degree of availability of the efficiencies of e-learning due to the variable age While there are no statistically significant differences between the meanr of the principals responses of Dircectors of public schools differences secondary in the provinces of the northern West Bank to the extent obstacles of e-learning is due for each of the variable place of residence and academic qualifications and sex and years of experience in teaching. The study discovered also that there are significant differences between the mean of school principals responses in the provinces of the northern West Bank to the extent the obstacles of e-learning impediment significant mean differences due for each of the variables of age , and years of experience in teaching while there are no statistically significant mean differences between the means public secondary schools principles responses in the provinces of the northern West Bank to the extent the impediments due for each of the variable place of residence and academic qualification and sex differences. In the light of the results of the study the researcher summed ub a set of recommendations and proposals for development of the Opportunities efficiencies of e-learning at the school principals and the most important work to increase the spread of computers and easy access to Internet and the dissemination of awareness of the importance of e-learning in the process of life.
