Abstract: 
The study aimed at identifying the degree of the application of the principles of governance and its relationship with the quality of work procedures in the educational directorates in the Governorates of the northern West Bank from the views of the public secondary school principals. It also aimed at identifying the effects of the variables of sex, academic qualification, managerial experience, type of the school(male or female), the directorate, and the annual evaluation on the members of the sample's estimates of the degree of implementation of the principles of governance and its relationship to the quality of work procedures in the directorates of education in the Governorates of the northern West Bank from the views of the public secondary school principals. To achieve the purpose of the study, the researcher gathered the necessary data through a questionnaire which passed through validity and reliability procedures then distributed to a stratified random sample of (173) which forms (47%) of the population of the study. The population of the study consists of the public secondary school principals in the Governorates of the northern West Bank which is about (370) managers and directors. The results of the study  The degree of the application of the principles of governance in the directorates of education in the Governorates of the northern West Bank from the views of the public secondary school principals occupied a medium range in general with a mean of (3.36), and a standard deviation (0.68) and percentage (67.2%)  The quality of work processes in the directorates of education in the Governorates of the northern West Bank from the views of the public secondary school principals was great in general, with a mean of (3.64) and a standard deviation (0.59) and percentage (72.8%)  There were no statistically significant differences at the level of (α=0.05) between the means of the degree of application of the principles of governance and the averages of the quality of work procedures in the directorates of education in the Governorates of the northern West Bank from the views of the public secondary school principals that are attributed to the variables of (sex, educational qualification, managerial experience, sex of the school, and the annual evaluation).  There were statistically significant differences at the level of significance (α=0.05) between the means of the degree of application of the principles of governance and the averages of the quality of work procedures in the directorates of education in the Governorates of the northern West Bank from the views of the public secondary school principals that are refer to the Directorate.  There was apositive statistically significant correlation at the significance level (α=0.05) between the degree of application of the principles of governance in the areas (administrative transparency, empowerment, and accountability), and the degree of the quality of work procedures in the directorates of education in the provinces of the northern West Bank from the views of the public secondary school principals. According to this study, the researcher recommended the following: The Ministry of Education should  provide special procedural guides for governance in the directorates of Education to reinforce transparency, participation, empowerment, and accountability.  deepen the concept of governance among its staff through the planning and implementation of training programs at all levels.  form competent, independent committees of experts to monitor and evaluate the application of the principles of governance in the Palestinian Ministry of Higher Education.  speed up the application of e-governance, as most of its requirements are available in the directorates of education, and because of its importance in improving work procedures.
