The Role of the Palestine General Federation of Trade Unions (PGFTU) in Treating the Results of the Unemployment Resulted by Al Aqsa Uprising in the North of West Bank

This study aimed to answer the central question which was around of the role of the Palestine General Federation of Trade Unions (PGFTU)in treating the results of the unemployment resulted by Al Aqsa uprising in the north of West Bank , and to reach this answer the study introduced its definition , concept , development , kinds , reasons , results , and the ways how to fight against it . Also the study discussed the labor market in Palestine and the development of labor forces size there , beside the employment characteristics and the Palestinian labor market and the nature of supply and demand on the Palestinians labor forces .After that there was a study about the development of the unemployment in Palestine and its burden , characteristics and reasons , this study showed that the Israeli policies had a big role in the unemployment development in Palestine which was submitted by the political factors and was influenced by the political changes and developments which blew the area , inside number of other factors like the absolute dependence for the Israeli economy that the Palestinian economy suffered of . And the absence of the developing planning for the Palestinian economy and its weak structures , and the direct influences of the uprising and the local , Arabian , and international factor . All of that took part in developing the unemployment and making it as it is now . And to reach the exact answers for the study questions , it sleeked the help of personal interviews with persons who had relations with this subject , and it designed a special survey for this propose . The chosen sample for this survey was about 407 explorers , and they formed about %0.68 of the number of the workless persons in the north of West Bank , and the fault percentage was about % 4.8 . Also this study showed that the unemployment burden in Palestine concentrated in Gaza strip , and in the West Bank the unemployment burden concentrated in the northern areas of it . And the study showed that the results of the unemployment were obvious in the political , economical , social , and psychological sides , and it had some important and dangerous results on the Palestinian society This study also dialed with a historical general view about the development of the Palestinian labor movement and the development of the Palestine General Federation of Trade Unions (PGFTU) . It also introduced the unions role aims and vision towards the Palestinian working movement and working categories The study showed that the Palestinian working movement formed one of the Palestinian national struggle pillars , and it settled the foundations of the union struggle , and it had a special and a superior role in the Palestinian national struggle , and the changes in the way of the (PGFTU) This study also searched in the unions role in treating the results of the unemployment originated by Al-Aqsa uprising in the north of the West Bank , and it compared those results with other organizations programms which were chosen as a model for comparing for the same period of time . The study reached that the (PGFTU) programs-despite the difficulties it faced in implementing those programs and the objectivity of measures that it put to determine the persons who benefit from the programs-it did not succeed in achieving the justice in dividing those programs , also its affectivity was not in the required standard .But those programs were special and positive if it is compared with the programs of other organizations , despite that it could not reach its objects as it was planned for it . Also the disappearance of result of PGFTU efforts in forcing on the Palestinian Authority to put the temporary and the strategic plans for pounding the unemployment and its results , which made this role lose its concept and effectiveness This study came out with many recommendations , and the most important of them was that the PGFTU must not neglect its political role , and the result of this role on its ability to defense the benefits of the Palestinian working category , and the reflection of its powerless , influence , and political authority on that , and on its ability of practicing the force on the executive and legislative systems , and working on building the trust pounds with the working public , and to direct a part of its programs towards treating the political effects of the unemployment , beside the concentrating of its personal programs of treating the psychological and social effects , and the necessity of finding the strategic that guarantee the achievement of justice and effectiveness of its programs . Also it guarantee the arrangement and integration the efforts and programs with the organizations that participate in treating the unemployment results. And the necessity of doing a developing role that suits the PGFTU objects in every point that deal with the working movement and developing its abilities
