Abstract: 
The study aims to determine the principals of primary public schools' level of comprehending the educational and administrative concepts and terminology, and its relationship with their organizational loyalty in the north Palestine Governates. It also aims to determine the "sex, educational degree and managerial experiences" variables in influencing the level of comprehend and organizational loyalty at the north Palestine governates primary public schools principals. As shown in the statistics of the Ministry of Education, there are (316) primary public schools principals in the north governates: tulkarem, Naplus, Qalqilya, Jinneen, Selfitt and Toopas The study sample considered (150) principals forming about half of the total numbers of the primary public schools principals. To answer the study questions and fulfill its hypothesis, the researcher used two questionnaires: The first: to measure the administrative concepts. The second: to measure organizational loyalty. The researcher develop the two questionnaires depending on the previous studies and educational literature.those are: -measuring the educational and administrative concepts and terminology comprehension questionnaire: including (46) clauses -measuring the organizational loyalty questionnaire: including (26) clauses after collecting the data it is statistically analyzed using the statistic package for social science (SPSS). The main study concludes that: -The primary public school principals' level of comprehending the educational and administrative concepts and terminology in the north Palestine governate is high: it is (77%) from the total score. -The order of the fields of the primary public school principals' comprehension level of the educational and administrative concepts and terminology in north Governate is: First: the coordinating field(83.4%) Second: directing field (81.6) Third: controlling field (77.8%) Fourth: organizing field (76.2%) Fifth: planning field (65.6%) -The total degree of the organizational loyalty of the primary public schools' principals is very high at the north Palestine Governate. It is (86%). -There is a significant statistical relation at the function level (0.05=a) between the primary public schools 's principals comprehension level of the educational and administrative concepts and terminology in north Palestine governate.: the Bersson correlation factor is (0.61) and it is a statistical function at the level(0.05=a). -There is no significant statistical differences at the function level (0.05=a) between the primary public schools ' principals comprehension level of the educational and administrative concepts and terminology in the fields: (planning field, controlling field,coordinating field and directing field) and the comprehension of the educational and administrative concepts and terminology total degree and the organizational loyalty total degree in north Palestine Governate can be referred to the "sex' variable while the differences were statistical function in organizing field between males and females and in favor of males. -There is no significant statistical differences at the function level (0.05=a) between the primary public schools ' principals comprehension level of the educational and administrative concepts and terminology and the organizational loyalty in the north Palestine Governate can be referred to changing the academic degree. -There is no significant statistical differences at the function level (0.05=a) between the primary public schools ' principals comprehension level of the educational and administrative concepts and terminology in the fields: (organizing field, controlling field ,coordinating field and directing field) and the comprehension of the educational and administrative concepts and terminology total degree and the organizational loyalty total degree in north Palestine Governate can be referred to the "post experience" variable. To determine among whom where the differences ,the researcher used 'scheffe Post-hoc Test "between the mathematical means. The results shown that the differences is a statistical function in planning field between those with less than 6 years of experience and (6-10 years) and in favor of those who have less than 6 years of experience, while it wasn't statistical function in other fields. The study results found that the differences is statistical function in the total degree of the primary public schools ' principals comprehension level of the educational and administrative concepts and terminology between the less than 6 years of experience and( 6-10) and in favor of those with less than 6 years, while wasn't statistical function with other comparisons. According to the study findings ,the researcher conclude those recommendation: 1-There must be an additional standards in hiring primary school principal in favor those who have educational courses or those with majors in educational administration. 2-Give the principal more authority and to be more flexible with roles and regulations. 3-To make such study in north Palestine Governate.The researcher could apply her study on the north Palestine Governate due to the closure and the political circumstances.
