Abstract: 
This study discusses the important environmental and self obstacles that affect the role of the working NGOS in the field of human rights and democracy in Palestine, it is a field study that includes 32 specialized organizations, it uses the descriptive pattern as a main tool and the pattern of "study case'' as an analytical tool. It depends on the pattern of filling forms, interviews, notices, and previous letters as a collecting information tools. The analytical pattern has been done through the estimation of its rules as a distinguished sector that works in basic subjects to build a civil democratic society. Therefore, the study doesn’t focus on comparisons, but it focuses on the ways that it uses to function and its commitment to the concepts of the good administrative work in addition to the studies of the important obstacles that surrounds the organization from outside like political, economical, or social obstacles. It always tries to answer the researcher question that says, "If there is a general Palestinian intention that admits the existence of the obstacles that restrict the work of this kind of these organizations, what is the nature of these obstacles and their reasons?" This study aims to put some recommendations that would include mechanism to develop the performance and the activity of human rights organization and democracy so as to participate in the structure of social operation. This study is divided into four sessions, the first session represents a theoretical entrance to understand the concepts of the civil work and its development in Palestine, then to approach human rights organization and democracy to study their goals and strategies, and finally the relation between the concept of human rights and democracy and to focus on the factors that affect its functioning. The second session represents the most important techniques in the administrative work and the concept of the right governor of the concerned organization through indications that reflect the level of performance and the internal work in one hand and some other subjects that don't exceed the limits of its responsibilities like the level of coordination among themselves, its political attitude, and the sources of donors in the other hand. The third sessions discusses the important environmental obstacles that have got something to do with the external performance of the organization like the paradoxes of political structure of the Palestinian Authority and the obstacles of the occupational and legal relations with P.N.A so as to show the effects of the economical system as an obstacle in addition to some of social indications that couldn't be ceased like the wrong image of the woman's role in life and considering her as a tool in the western hand since it is the only supporter of the human rights and democracy programs. And, finally the fourth session is the end which represents the study's recommendations and its results.
