Educational Counselor Performance at Governmental Secondary Schools in Jenin and Qabatya Directorates from Administrative and Teachers Point of View

Abstract: 
The aim of the study is to recognize the educational counselor performance at governmental secondary schools in Jenin and from administratives and teacher's point of view. The problem of the study is restricted (or limited) through the following two questions: 1. What is administratives and teachers point of view for educational counselor performance at governmental secondary schools in Jenin and Qabatya Directorates. 2. What is the role of study variables (directorate, gender, occupational rank, experience, qualification, place of residence, specialization) on educational counselor performance at governmental secondary schools in Jenin and Qabatya Directorates? The population of the study is consisted of the all administratives and teachers at governmental secondary schools in Jenin District for both Jenin and Qabatya Directorates during the second semester of the scholastic year (2002- 2003). They were (826). The numbers of teachers who respond on the study instrument were (782). Therefore, they themselves considered as the population of the study. The study is conducted on the whole population. The researcher prepared and developed a questionnaire from the following fields :( social relations field, personality field, professional field, applicable technical field). The questionnaire is consisted of (54) items. After ensuring its content validity by proposing it on a group of judges. The researcher used Cronbach Alpha formula to get its reliability. This is achieved by calculating the internal consistency. The coefficient reliability of the fields were ranked successively as follow: social relation field (0.88), personality field (0.92), scientific and professional field (0.89), applicable technical field (0.91), the totally degree was (0.97). The researcher in this study relied on the descriptive method. All the data collected in this study were analyzed by using (SPSS) computer programme to analyse the result. Different statistical techniques were used and they did include means, deviations, and percentages for all data. The study showed the following results: 1- The level of educational counselor performance at governmental secondary schools in Jenin and Qabatya Directorates is high at the totally level for the four fields where means was (3.95) i.e. (79%). 2- Results of this study indicated that personal field has got the first rank among other fields. The level of educational counselor performance was very high from teacher's point of view in Jenin District where means was (4.05) i.e. (81%). 3-The results of other field's show that the professional field has got the second rank, social relations third, and applicable technical field as fourth. The level of educational counselor performance from administratives and teachers point of view in Jenin District of the three fields has got the following means successively: (3.80), (3.98), (3.99), i.e.(76%), (79%), (79.8). In addition, the results show the level of educational counselor performance differs according to the following variables: 1-Directorate variable: the level of educational counselor performance in Jenin Directorate is higher than the level in Qabatya Directorate in all fields. 2-Gender variable: level of educational female counselor performance is higher than educational male counselor in all fields. 3-Occupational rank variable: the level of educational counselor performance differs according to the educational rank variable where the differences were significant at the social field in favour of ( principal, secretary, vice principal, teacher),and they were at personality field ranked in favour of ( vice principal, principal, teacher, secretary), also; they were at professional scientific field and applicable technical field on the totally level in favour of (vice principal, principal, secretary, teacher ). 4-Experience variable: the level of educational counselor performance differs according to the experience variable where the differences in the social field and scientific field in favour of the level (11 years and more, 5 years and less, from 6 years- 10 years) and the differences in personality and technical fields in favour of level (11 years and more, from 6 years- 10 years, 5 years and less) and the differences at the totally level in favour of level (11 years and more, 5 years and less, from 6 years- 10 years). 5-Qualification variable: level of educational counselor performance differs according to qualification variable where the differences in social field in favour of level (diploma and less, B.A, higher-diploma M.A), and the differences in the scientific, personality and technical fields as well as at the totally level in favour of level (B.A, higher diploma, diploma and less, M.A). 6-Place of Residence: level of educational counselor performance differs according to place of residence variable where the differences in the social field in favour of level (city, camp, village) and the differences in scientific, personality and technical fields as well as at the totally level in favour of level:(camp, city, village). 7-Specialization variable: level of educational counselor performance differs according to specialization variable where the differences in the social relations, scientific, and personality fields in favour of level (scientific, literary, others), the differences in the technical field in favour of level (literary, scientific, others) and the differences at the totally level in favour of level (scientific, literary, others). The researcher recommends the following recommendations: 1-Ministry of Education and Educational counselor staff are recommended to save all financial possibilities and necessary needs for educational counselor work. 2-Rehabiitation of educational counselor in term of conducting research papers and field studies in order to peruse and discuss them with educational counselors. 3-Conducting other evaluation studies relating to educational counselor performance at Directorates of education in Palestine by principals, teachers, students, and educational counselors.
