Developing Colleges of Humanities at the Palestinian Universities, concerning the Performance of their Staff Members, and the Universities' Relations with the Local Communities

Abstract: 
The current study aimed at developing colleges of humanities at Palestinian universities, concerning the performance of their staff members and the Universities relations with the local communities: The major questions of this study were as follows: 1. What is the actual performance of the Palestinian universities 'staff members at the colleges of humanities on the questionnaire that has been developed for this purpose? 2. What is the actual relation between colleges of humanities of Palestinian universities and the local communities on the questionnaire that has been developed for this purpose? The following hypotheses emerged from the questions of the current study:- The sample of the study was consisted of (193)faculty members at the colleges of humanities in the Palestinian universities. In order to answer the questions of the study and to verify its hypotheses, the study depended on the special research performances represented in the efforts of the researcher in preparing the tool of measurement, that is a questionnaire including two axes: the performance of the staff members, and the development of the university's relation with the society. The validity of the tool was insured by a group of specialized jury while the reliability was calculated by using the equation of Kroinbach alpha,and it was (0.94). In his current study, the researcher used descriptive approach of surveying, and he used each of the following: • the arithmetical means , the percentages and frequencies, • the T-test examination for the independent groups, • the one-way analysis of variance (ANOVA) to verify the existence of differences of a statistical sign. • the (LSD)test for the comparisons, and • the coefficient of Person's correlation, so as to know the extent of the correlative relation between the axes of the study. The study has reached several results, the most important ones were the following: 1. (a)- There is no significant differences at (α=0.05) in the performance of the staff members at the colleges of humanities in the Palestinian universities, due to the variable of gender. 1. (b)-There is no significant differences at (α=0.05) in the relation of the university with the society at the colleges of humanities in the Palestinian universities, due to the variable of gender. 2. (a)- There is no significant differences at (α=0.05) in the performance of the staff members at the colleges of humanities in the Palestinian universities, due to the variable of the scientific qualification for the member of the teaching staff. 2. (b)- There is no significant differences at (α=0.05) in the relation of the university with the society at the colleges of humanities in the Palestinian universities, due to the variable of scientific qualification for the member of the teaching staff. 3. (a)-There is no significant differences at (α=0.05) in the performance of the teaching staff in the areas of holding scientific symposiums, scientific workshops, scientific week, scientific conferences, scientific visits and the annual academic evaluation for the purpose of developing the performance of the members of the teaching staff, due to the variable of their experiences. 3. (b)- There are significant differences at (α=0.05) of granting a certificate of extinction from the university for some of staff members , according to the variable of experience in teaching for the benefit of the members of the teaching staff having an experience of less than four years. 3. (c)- There is no significant differences at (α=0.05) in the relation of the university with the society at the colleges of humanities in the Palestinian universities, due to the variable of experience in teaching. 4. (a)- There are no significant differences at (α=0.05) in the performance of the teaching staff at all fields, due to the variable of scientific rank for the member of the teaching staff. 4. (b)- There are no significant differences at (α=0.05) in the performance of the members of the teaching staff at all fields, due to the variable of the scientific rank for the member of the teaching staff. S. (a)- There are no significant differences at (α=0.05) in the performance of the members of the teaching staff at all fields, due to the variable of the university from which the member of the teaching staff was graduated from. 5. (b)- There are no significant differences at (α=0.05) in the relation of the university with the society at all fields, due to the variable of the last university from which the member of the teaching staff was graduated from. 6. (a)- There is no availability for significant differences at (α=0.05) in developing the performance of the teaching staff in the areas of holding scientific symposiums, the scientific week at the faculty, the exchanging of scientific visits, in order to develop the performance of the teaching staff and the annual academic evaluation, due to the variable of the university. The results of the analysis revealed the availability of significant differences at (α=0.05) in the spheres of holding scientific workshops, the developing of the performance of the teaching staff between An- Najah university and Bir Zeit university- in favor ofBir Zeit university, between An- Najah university and Al- Quds university- in favor of Al- Quds university, between An- Najah university and Bethlehem university- in favor of Bethlehem university, the domain of holding conferences having a relation with the development of the teaching staff members between An- Najah university and Bir Zeit university- in favor of Bir Zeit university, between An- Najah university and Hebron university- in favor of Hebron university, between Bir Zeit university and Hebron university- in favor of Hebron university, the item of granting certificates of appreciation and extension from the university for some faculty members at An- Najah university and Al- Quds university- in favor Al- Quds university, between An- Najah university and Bethlehem university- in favor of Bethlehem university, between Al- Quds university and Hebron university- in favor of Al- Quds university, between Hebron university and Bethlehem university- in favor of Bethlehem university, according to the variable of the university. 6. (b)- There is no significant differences at (α=0.05) in developing the relation of the university with the local society in the fields of (performing studies and researches related to the society and the preparation of programs, holding conferences, special seminars, exhibitions for the service of the society, holding courses for the service of the society, holding activities related to the service of the societyinformational), due to the variable of the university. 6. (c)- There is significant differences at (α=0.05) in developing the relation of the university with the local society in the fields of delivering general lectures, offering consultations for the service of the society, between An- Najah university and Bir Zeit university- in favor of An- Najah university, between Bir Zeit university and Al- Quds university- in favor of Al- Quds university, between Bir Zeit university and Hebron university- in favor of Hebron university, between Bir Zeit university and Bethlehem university- in favor of Bethlehem university, the field of holding activities related to the developing of the society or modernizing it between An- Najah university and Al- Quds university- in favor of Al- Quds university, between An- Najah university and Bethlehem university- in favor of Bethlehem university, between Bir Zeit university and Al- Quds university- in favor of Al- Quds university, between Bir Zeit university and Bethlehem university- in favor of Bethlehem university, according to the variable of the university. 7. (a)- There is no significant differences at (α=0.05) in the performance of the teaching staff members on all the fields, due to the variable of the college. 7. (b)- There is no significant differences at (α=0.05) in the relation of the university with the society in the fields of (performing studies, researches, preparing programs, holding symposiums, conferences & exhibitions, arranging courses, offering consultations for the service of the society, performing activities related to the development of the society and modernizing it and the activities related to that- informational), due to the variable of the college. 7. (c)- There is no significant differences at (α=0.05) in the sphere of giving general lectures, offering consultations for the service of the society between the faculty of Economics and the faculty of the Sharia: in favor of the Sharia faculty, between the faculty of Economics and the faculty of Education: in favor of the faculty of Education, between the faculty of Economics and the faculty of Law: in favor of the faculty of Law, due to the variable of the faculty. 8. There is a positive correlative relation between the performance of teaching staff members and the relation of the university with the society, where the value of Person's coefficient has reached up to (0.79), at the level of (α=0.01). In the light of the foregoing results, the researcher has suggested some recommendations, such as: the necessity for the concentration of the university administration on the activities for developing the performance of the teaching staff, the activities that work for the service of the local society, the necessity of the Ministry of Higher Education for establishing a center taking care of up grading the members of the teaching staff in the Palestinian universities and the need for the financial and moral supports for the activities working for the development of the teaching staff members. It had been stressed, as well, on the necessity for coordination between the universities in the various matters, especially those which concern the members of the staff of teaching, and concern the society, likewise.
