Abstract: 
This Study aimed to identify the degree of applied management control, and the degree of functionality to the basic government school principals in the provinces of the northern West Bank from the views of the managers themselves and their relationship. The aim is also known as the effect of each of the variables (Gender,educational qualification, years of administrative experience, the Directorate and the school site) to control the process and its relationship to job performance with the basic public school administrators in the provinces of the northern West Bank from the views of the managers themselves. The study population consisted of all the basic public school administrators and principals in the provinces of the northern West Bank, in the academic year (2015 - 2016), where numbered (454) principals distributors on basic public schools in the provinces of the northern West Bank, this study was performed on a random sample of the number of members (229) principals. The researcher used the descriptive and analytical approach because they are based on a range of research procedures that rely on the collection of facts and data, classified, processed and analyzed and accurate enough to draw implications and access to the results, especially the topic of the study's recommendations. As for the tool that was used to obtain the results of this study,the researcher prepared (questionnaire), especially the subject of study with the help of literature theory and previous studies related to the study and management reports considerate contain two main sections, which included a (demographic variables) for the study, which formed the first section the variable (Gender, and has two levels: the male and female) and variable (Educational qualification, has four levels: diploma, bachelor's, bachelor's and Diploma, Masters or higher) and a variable (Years of management experience, and has three levels: less than 5 years, from 5 to 10 years, more than 10 years) and a variable (Directorate, has eight levels: Qalqiliya, Tulkarem, Jenin, Tubas, Qabatiya, Nablus, south of Nablus, Salfit) and variable (Location of the school, and has two levels: the village, city). In while,the second section included (73) items distributed on two main axes section (management control, performance career), which contained the first axis (administrative control) (42) items distributed on four key areas: (administrative regulations, administrative records, the overall situation of building school and school committees and meetings), while the second axis contains (functionality) (31) items distributed on four key areas: (administrative level, technical level, the social level and administrative transparency). This is in addition to the researcher to verify the veracity of the tool through submission to the panel of judges who are involved with the subject of study, where the researcher adopted the method of the sincerity of the arbitrators, as the researcher extraction coefficient reaching reliability coefficient (Alpha – Cronbach). The researcher also used Statistical packages for Social Sciences(Spss). The study found a range of results including: 1. The total score for the areas of administrative control to the basic government school principals in the provinces of the northern West Bank from the views of the managers themselves were a mean of (4.66) and a standard deviation of (0.26), this indicates a high level of management control. 2. The total score of the areas and the reality of functionality with basic government school principals in the provinces of the northern West Bank from the views of the managers themselves were a mean of (4.52) and a standard deviation of (0.40), and this shows the high degree of the reality of job performance. 3. There are statistically significant relationship at the significance level (α = 0.05) between the process of management control and functionality to the basic government school principals in the provinces of the northern West Bank from the views of the managers themselves a factor of correlation (0.686). 4. There are statistically significant differences at (α = 0.05) in the average degree of management control to the basic government school principals in the provinces of the northern West Bank due to the variable gender in favor of females without males. 5. There are no statistically significant differences at the level of significance(α = 0.05) in the average degree of functionality to the basic government school principals in the provinces of the northern West Bank due to the variable gender. 6. There are no statistically significant differences at (α = 0.05) between the means of administrative control degrees and their relationship to job performance with the basic public school administrators in the provinces of the northern West Bank are due for each of the variables (educational qualification , years of administrative experience, the Directorate , the location of the school). According to the results of the study it reached its researcher pointed out a set of recommendations including: 1. The need to follow some basic government school principals in the provinces of the northern West Bank administrative tasks Almaklh Every member of the two bodies ( administrative and educational ) in their schools, in order to make sure personally from the application of these members to the instructions and laws regulatory and administrative required by the authorities The government official in charge of (Ministry of Education ),in order to prevent any disruption administrative lead to a negative impact on job performance , which in turn is reflected in the level of their achievement in their schools. 2. Keep abreast of scientific developments and the regulatory modern methods on an ongoing basis and in accordance with the Palestinian administrative development requirements. 3. Adoption of the results of the study to be a guide for managers and decision-makers and industry in the Palestinian educational institution to take advantage of the nature of the relationship between the process of management control and functionality which assets they have to employ in the Palestinian educational administrative work. 4. Carry out studies similar to this study discusses the effect of other variables is variables (educational qualification, years of administrative experience, the Directorate, the school site) on the nature of the relationship between the process of management control and functionality and sample other than the (basic government school principals).
