Abstract: 
This thesis constitutes a study, an analysis an evaluation of the work of planning institutions exported to Palestine with the Brithish mandate, and still in operation without any attempt towards emending and/or search for an appropriate framework that meets the existing situation and needs of the Palestinians. The major aim of the thesis is to analyze and evaluate the existing situation of the planning institutions in Palestine and put on some proposals and models to develop the structure of these institutions and improve their performance. To achieve this aim, certain theoretical bases as well as case studies and similar experiences in neighboring counties (Jordan and Egypt) are used. In addition, the author depended upon some available studies about the Palestinian planning apparatus and the development of planning experience in Palestine. Moreover, the author depended upon his own knowledge and experience through his work in the Ministry of Local Government. The study resulted on the necessity for restructuring the Palestine planning apparatus through the establishment of a National Planning Council and the Palestinian Land Authority. Also, the study indicated the necessity for restructuring the department and sections, particularly the Department of Physical Planning, of the Ministry of Local Government. Furthermore, the study emphasized the significance and role of the coordination and cooperation between and among the various ministries and institutions involved in physical planning in Palestine in accordance with the assigned duties and responsibilities as well as the determined laws and legislation.
