Abstract: 
This study aims at identifying the reality and obstacles of applying governance systems in Palestinian universities from the point of view of deans and chairpersons in the West Bank. Also، it aims at identifying some study variables like (gender، occupation، years of experience and university). To achieve the study purpose، a 56–item questionnaire that consists of two parts has been developed. The first part is about t the reality of Using governance systems with four domains (laws and regulations، questioning and accountancy، transparency and clearing، and the rights of all benefited parties); the second is about application obstacles with four domains (administrative، political، financial and social obstacles). The questionnaire was distributed among 105 deans and principals، gathered، codified، entered the computer and statically processed by using the Statistical Package of the Social Science (SPSS). The study findings showed a high response on the first part of the reality of Using governance systems with its four domains (laws and regulations، questioning and accountancy، transparency and clearing ، and the rights of all benefited parties );. Similarly، Medium response on the second part with four domains (administrative، political، financial and social obstacles).. The study findings showed that there are no significant differences at (α=0.05) level about the reality and obstacles of applying governance systems in Palestinian universities from the point of view of deans and chairpersons in the West Bank due to the variables of gender، occupation، years of experience. On the other hand ، there are significant differences at (α=0.05) level about the the reality and obstacles of applying governance systems in Palestinian universities from the point of view of deans and chairpersons in the West Bank due to the variable of university in favor of An –Najah and Beer Zeet ones . According to the study findings، several recommendations have been suggested، including the necessity for finding laws and regulations about the governance systems ، modifying the strategic planning of the university and reinforcing monitoring the university work system .
