Abstract: 
Salfit Municipality was established in 1882, and then annulled in 1927; due to the lack of records, we couldn’t document this important phase of Salfit history. The Village Council was re-established in 1945, to be transformed into Local Council, and then promoted to Municipal Council in 1954. The municipality played an essential role in the architectural organization of the city; it supervised the organization of the city, cleanliness, market control, provision and delivery of water, established electricity plant, took care of roads through opening, improving it in away to conform with the city development demographically and architecturally. In addition, it paid attention to education through building schools, focused on public facilities and contributed in opening several important departments in order to facilitate the realization of citizens’ interests. Through more than half a century, the City of Salfit witnessed a remarkable development in various aspects of services, health, and education despite the tough conditions which the municipality went through; explicitly political changes and administrative annexation that caused the municipality stand, in many cases, hesitant between administrative annexation and the public stand. Salfit Municipality witnessed turnovers of councilors and mayors who ran it through its various stages; a thing that caused for each stage a specific style of the municipality management and the necessary fund raising for its various lively projects. Moreover, and resulting from the politicized administrative changes Salfit Municipality’s stand ranged, in many cases, from loyalty to opposition of the central authority according to the general conditions. During the period from 1945 to 2005, the relation between the municipal councilors affected the administrative performance and services of the municipal council. These relations were observed for its impact on achievements and projects. For running its internal affairs, Salfit Municipality relied on the Jordanian Municipalities’ Code of 1959; it regulated its relation with other organizations, financial support as grants, loans, fees, or customs, election, and employees. During this period, we can say that Salfit Municipality has realized major achievements and important projects that enabled the provision of efficient infrastructure which, in turn, transformed Salfit into one of the distinguished cities in term of services. The Sewerage Project is one of the most important projects, in addition to the Industrial Zone. This study suggests the following: 1- Salfit Municipality managed to realize several projects that contributed to the development and progress of the town; a thing that converted Salfit into a typical city; i.e. roads, electricity, water network, private and public service departments that simplified daily life and provided access to services. 2- The harmony and understanding or conflict and differences in viewpoints among councilors didn’t have negative impact on the municipality’s achievement of projects and plans. 3- Salfit Municipality has been the main party to represent the city in various official and popular aspects, including social, legal, economic, and political domains, and is still the agent of the city progress. 4- Salfit Municipality managed to build good relations with several parties and organizations who funded the municipality’s projects and plans, and it succeeded to obtain their confidence pertaining to the good performance and the management of services in credibility and transparency. 5- Developing the internal work flow in various administrative and financial spheres, and regulating a smooth communication among its deferent departments apart from interference of tasks with coordination between the council and the internal departments.
