Abstract: 

This paper aims at investigating the role of Open Education in promoting human development in Palestine using Al-Quds Open University as a case study. To achieve this objective, the researcher will use the analytical research procedures focusing on the conceptual analysis technique. Therefore, the concepts of education, Open Education, Distance Learning, Development, Human Development will be thoroughly discussed. Moreover, the researcher intends to concentrate on the educational background of QOU as a good example of Open Education in Palestine in one hand, and as a natural extension of the Palestinian Higher Education and its philosophy. For this purpose, the goals, objectives and the mission statement of some Palestinian universities will be discussed and related to the concept of development. However, the main concern of this analytical research will be on the role of Open Education in general and Al-Quds Open University in Particular in enhancing human development in Palestine through focusing on the various objectives , plans and developmental procedures in the fields of academic programs, using technology and providing a good quality of education.
