This is an analytical study on policies and strategies. It aims to explore views of decision makers and policy makers about the situation and potential development of Palestinian cooperatives since the establishment of the Palestinian Authority in 1994. Many results and recommendations are presented in order to activate the cooperative movement and overcome its current crisis, and enable it to contribute to the comprehensive and sustainable development process and job creation. The study depends on both qualitative and quantitative approaches, and the data is obtained from both primary and secondary resources. The primary data was obtained directly from the Palestinian Ministry of Labour, from unpublished reports and studies and from semi-structured interviews with 14 policy makers. The secondary data was generated from reviewing the available literature on Palestinian cooperatives that has emerged since 1994.
